Software conformity assessment verifies software's compliance with legal/regulatory requirements and guarantees its reliability and security. The need for conformity assessment is stipulated by Federal Law No. 184-FZ "On Technical Regulation" and the Technical Regulations of the Customs Union.
The technical regulations of the Customs Union define the requirements and lists of products subject to conformity assessment.
Railway products are subject to the following technical regulations:
• Technical Regulation 001/2011 "On the Safety of Railway Rolling Stock"
• Technical Regulation 002/2011 "On the Safety of High-Speed Rail Transport"
• Technical Regulation 003/2011 "On the Safety of Railway Transport Infrastructure"
Depending on the product type, the regulations determine the type of conformity assessment.
For railway software, conformity assessment is carried out in the form of a product declaration of conformity using in-house evidence and evidence obtained by a testing center/laboratory.
Technical regulations define the following types of conformity assessment:
· Mandatory product certification
· Declaration of product conformity based on own evidence and evidence obtained by a testing center/laboratory
It is necessary to contact a testing center in order to conduct tests and obtain a test report, which, together with your own evidence, must be submitted to the body registering declarations of conformity in the unified register.

To obtain a certificate compliant with information security requirements, you must submit an application to the Federal Service for Technical and Export Control (FSTEC) of Russia (application template here).
After reviewing the application, FSTEC issues a decision on conducting certification testing, determining the testing laboratory and certification body involved in the process. The subsequent sequence of actions is presented schematically here
The cost of software testing is determined by the scope of the project (test type, number of software modules, number of files, lines of code, and its complexity, programming languages used, the need and number of on-site visits by test center specialists, the need for a translator, technical consulting for the customer, and many other factors).

Software certification confirms software compliance with regulatory requirements. The applicant (the person submitting an application for product certification) must submit their product for certification testing to a testing laboratory/center and, if the product parameters meet regulatory requirements, receive a certificate of conformity (and markings) for their product.
